PROPERTY TAX ABATEMENT - OEDA assists businesses in the Medina Business Park with their location and expansion efforts by offering a Property Tax Abatement initiative. This initiative includes a Payment in Lieu of Taxes (PILOT) arrangement, setting out a planned series of property-tax equivalent payments to Orleans County, as well as to the local municipality and school district involved.
MORTGAGE TAX EXEMPTION - OEDA offers a Mortgage Tax Exemption program for Orleans County businesses, providing an exemption on 80% of the expenses incurred from the 1.25% mortgage recording tax. This delivers substantial cost benefits to businesses either relocating to or expanding within the county.
SALES TAX EXEMPTION - OEDA supports Orleans County businesses through sales tax incentives, offering a Sales Tax Exemption initiative. This initiative allows businesses to avoid the 8% sales tax on construction materials and non-production equipment, aiding in cost reduction throughout the expansion or relocation phase.
BUSINESS LOANS - Through NYS CDBG Economic Development programs, we can assist qualifying businesses who undertake activities resulting in the creation or retention of job opportunities for persons from LMI families. 50% loan | 50% grant funds are available for economic development and small business projects that involve the creation or retention of permanent jobs, at least 51% of which must benefit LMI persons.
HOUSING INCENTIVES - OEDA has an adaptive reuse policy for housing projects.
SMALL BUSINESS ASSISTANCE - In partnership with the Orleans County Local Development Corp (OCLDC), the OEDA also offers the Rural Microenterprise Assistance Program (RMAP). This program provides technical and financial assistance to small businesses with 5 or fewer employees, including home-based businesses. Eligible businesses participating in the Orleans MAP can receive up to $35,000 in grant funds. The program aims to create jobs, support low-moderate income individuals, and improve the economic climate in rural communities.
NEW YORK STATE INCENTIVES - Through Empire State Development (ESD), businesses locating and expanding in Orleans County can be provided with tax-based incentives. Manufacturing entities established within New York State enjoy a distinctive tax advantage, as they are exempt from the typical levies imposed by other jurisdictions. In New York, manufacturers are granted:
